Roofing tiles slipped into the valley.

The building inspector climbed onto the roof during the inspection and found that the roofing tiles had slipped into the valley.
This will allow water to enter the ceiling void in the place that is left open when the tile became dislodged.
This is the part of the roof that is not normally visible from the ground.  You won't know there is problem till you have water penetration in the ceiling. Recommend a licensed roofing contractor to inspect and rectify as required.
