any new building or structure constructed in Queensland requires development assessment ( D.A.) approval in accordance with the integrated planning act 1997, integrated planning regulation 2006 and the Qld development code.  D.A. approval must be undertaken by building certifiers licenced by the Building Services Authority (BSA).
