Downlight cover on electrical wiring

Electrocution is possible with the metal barrier for the down lights resting on live wires ,leaf litter was also noted in the ceiling.
During a pre-purchse building inspection the inspector discovered that the metal isolation barrier for the down light is resting on live wires.
There is the possibility of the barrier cutting through the protective coating & causing  a short circuit if any weight (animal or items) is placed on the rim.
Due to leaf litter & V.J ceilings there is also a greater chance of fire. This is a safety issue and recommend an electrician assess and rectify.
