Rafter repair on New Home

Our building inspector does not expect to find this type of defect in a brand new home that is being presented for hand over but unfortunately he is finding that they are occurring more and more.
On crawling through the ceiling void it came to the building inspectors attention that there had been a repair to the rafter.
The repair has been poorly fitted.  The extension should have been seated on the truss and bolted on.
The truss frame would have been complianced in its original state and this would not have been present at that time.
This needed to be assessed by the truss manufacturer for compliance and warranties.
